Shan State is located in the east at the border to China. The Shan Plateau covers most of the state and is full of limestone and karst. Unfortunately there many ethnic groups, several with armed ethnic armies. As a result the area is not generally open to tourists. After the opening of the country several international caving expeditions went to this area but the necessary permit were complicated and there were security issues. While there are multiple impressive caves, only one with a buddhist temple inside, is open to tourists. It is located at the border to Mandalay.
